I have the honour to submit for

the signification of His Majesty's pleasure an Ordinance

entitled "An Ordinance to provide for the establishment

of Asylums for the Detention, Custody and Care of persons

of unsound mind, and others."

The customary report by the

Attorney-General is annexed.

In view of the uncertainty that

has existed with regard to the Common Law right vested in

the Governor as representing His Majesty the King to

detain lunatics not so found by inquisition it has been

considered advisable to obtain statutory sanction for the

establishment of Asylums in this Colony and for the deten-

-tion of lunatics therein.

I regret the delay that has

through an oversight occurred in submitting this Ordinance
